I have lived in Calvert County all of my life, almost 40 years now. I really don't know from personal experience what it must have been like in Calvert County over 50 years ago. I have only had stories shared by parents, grandparents, and great grandparants who for the most part have lived here all of their lives too. They talk about a more tranquil, peaceful time when eveyone knew everyone in the County and the roads were not clogged with traffic. This was back when most farmers farmed tobacco and there was no need to transfer development rights from the farms.

Today is much different. We have the traffic problems on Rt 4. Our small country farm roads are being tasked now with handling a lot more traffic. People don't know everyone like in years gone by. But the County has not ougrown its roots. We are still a very rural County with much to be appreciated, protected and preserved. I think the County did a great job back in 1983 when they realized growth had to be better managed. It was then that Town Centers were born in Calvert County.

St. Leonard Town Center became one of those town centers. Today, the St. Leonard Town Center boasts over 600 people who call it home, our historic polling house, the unique pleasures of living in a small town, and the music concerts which have helped to put our Town on the map. WE truely have a lot be grateful for.

But, the overall success of St. Leonard as a Town Center has been rather limited. We have had only marginal success attracting and keeping in-town shops for needed goods and services. St. Leonard has not yet become a destination despite having thouands of people closeby who want more than a cup of coffee in their town. I am hoping the St. Leonard community can come together and rally our support for public sewer to help increase economic development in the town. The town needs to become more vibrant and fun if it is going to become successful. And Town Centers must be successful, if we going to preserve the countryside and reduce traffic on Rt 2/4.

The Master Plan Update Meeting for St. Leonard Town Center is scheduled for Tuesday, January 22nd at St. Leonard Elementary School, starting at 6:30 p.m.

I support public sewer in our Town Centers and nowhere else except for in the critical areas where septic systems are failing. I think St. Leonard Town Center needs public sewer to provide necessary infrastructure for more development. This is needed so the town can become a destination for the people who live closeby. Otherwise, the Town will look like any other place along the road in Calvert County and it will not become the Town envisioned in the St. Leonard Master Plan. The first step is completion of a sewer feasibility study, which is called for in the current Town Center Master Plan. Sadly but not surprisingly, it is over 5 years overdue.

I encourage everyone in St. Leonard zip code to use this forum to register your opinion about sewer in St. Leonard. The County needs more community input about this potentially explosive topic.

Obviosly, I'm for public sewer in St. Leonard Town Center because I believe towns should be towns and farms should be farms and forests should stay forests. And towns help to preseve farms and forests. Any growth should be directed to our town centers where it can be efficiently well-managed.

For anyone wondering, due to advancements in technology, sewer services can now be provided while maintaining the small town size and scale of the St. Leonard Town Center. My advocacy for sewer only extends out for such a system.

It would be nice to think that in ten years, St.Leonard Town Center was capable of supporting at least 50,000 SQFT of new retail, 5-10 restaurants, 25,000 SQft of office space, another 200 new homes, and 50-75 new accessory apartments over businesses. I say ten years because if we started lobbying now for it, it would take at least that long to make public sewer in the Town Center a reality.

These types of capital improvement projects don't just happen. It will take the community to get behind it and push for it.

My problem with the sewer plant is that it shouldn't only be for the town center. It should be for the town center and the residential communities in this area that impact the bay. The use of the facility (sewage plant) should only be for the town center and the existing communities around it!! We are destroying the bay with failing septic systems. So lets solve one problem before creating another by more development of business and homes. So I say YES too sewage plant for everyone and NO too limit use for town center and more development only. We all enjoy the bay, so lets take care of it!!!

I have also lived in Calvert County all of my life as have my parents. If a sewer system in St. Leonard means that the small town will have the businesses and homes that are projected above in 10, I cannot support it. Why would the neighborhoods of St. Leonard need 5 to 10 restaurants and office space. It is a nice little town and a wonderful place to live. Prince Frederick is just up the road and has more than we need.

It doesn't make sense to me to make St. Leonard a walkable town center complete with sewer and additional businesses for the 600 or less people that can and will walk to it or around in it. Millions spent for 600 or less people? Sounds like our federal government.
