Teen killed in Dunkirk auto accident with police cruiser

DUNKIRK, MD - On July 24, 2009 at approximately 10:47 a.m. members of the Calvert County Sheriff’s Office Crash Reconstruction Team (CRT), Anne Arundel County Police Department and Maryland State Police responded to the intersection of MD Rt. 4 (Southern Maryland Blvd) and Apple Way (Apple Green Subdivision) Dunkirk for a report of a serious motor vehicle crash involving a Calvert County Sheriff’s Office (CCSO) cruiser.
 
The following was determined during a preliminary investigation:

A blue 1997 Buick Le Sabre was traveling south on MD Rt. 4 (Southern Maryland Blvd) and was in the process making a left turn onto east bound Apple Way (Apple Green Subdivision). This maneuver required the Buick to drive across both north bound lanes of MD Rt. 4 (Southern Maryland Blvd). Traveling north bound in the fast lane on MD Rt. 4 was a Calvert County Sheriff’s Office cruiser, a 2006 Ford Police Interceptor, responding to a priority assignment in the Dunkirk area. CCSO cruiser had its emergency equipment activated as it approached the aforementioned intersection. Both vehicles entered the intersection and collided in a t-bone type collision. During the collision the 1997 Buick

Le Sabre was struck by the 2006 Ford Police Interceptor on the right side B-pillar causing a major intrusion into the passenger compartment between right front and right rear tires of the Buick. Upon impact the Buick was redirected and sent into a grassy area on the east side of MD Rt. 4. The Buick subsequently caught fire. The CCSO cruiser entered a rollover and came to final rest in the culvert on the east side of MD Rt. 4, upside-down leaving the deputy entrapped.
 
The operator of the 1997 Buick Le Sabre sustained mortal injuries and was pronounced dead on the scene. The operator of the Buick has been identified by the Office of the Chief Medical Examiner in Baltimore as Rachael Alexandra Campbell, 18, of Dunkirk.
 
The operator of the CCSO cruiser was identified as Deputy C. W. Wells of the Calvert County Sheriff’s Office. Deputy C. W. Wells was transported to Baltimore Shock Trauma via MSP Trooper 2 with life-threatening injuries. He was in critical condition but was released from the hospital on Sunday, July 26.
 
Due to the nature of the crash, which involves a CCSO deputy, Calvert County Sheriff’s Office requested the assistance of the Anne Arundel County Police Department and the Maryland State Police in order to conduct an independent investigation into the events leading up to the crash.

Rachael is my cousin and Yes she went by Rachael Sheeley. Her birth name was Campbell but she went by her mother's last name. I assume went by birth records when the name was released.

How many innocent people have to die before Police Officers STOP driving 110mph when they respond to calls?

This is what happened to Rachael Sheely Campbell on Friday July 24th.

The officer got a call for Domestic Violence and he took off, I'm sure he wanted to be the first one on the scene and instead he approached the Apple Greene intersection where an inexperienced 18 year old was trying to cross the highway.

Rachel looked to the right and saw no car coming and one or two seconds later the Officer hit her going 110mph.

It takes 4 seconds to travel 100 yards if you are traveling 55mph. The officer was traveling more than twice the speed on that stretch of road (45 mph) I'm sure Rachael never saw the officer. I'm sure not even an experienced driver would have had a chance to react to a car coming at them at 110mph.

Someone needs to stop these officers from driving so wreckessly going to calls. This girl had just graduated from Northern High School in June, she had her whole life ahead of her. Very very sad.

Please sign a petition to stop officers from driving wrecklessly.

I totally agree with you Karen, we definitely need a petion to slow our police officers down. As a resident of Calvert County all of my life I find that it is very hard to "win" when it comes to our police dept. because "they can do no wrong", according to them. Unfortunately a young girls life was lost and she can not defend herself as to what really happened. The cops around here drive like they are crazy, even when they are not on a call. If you start a petition, I will definitely sign it and pass it on!! So sorry for the loss of this beautiful young girl. It was so uncalled for....thanks to the Cavert County Police

If you don't think the Calvert County and MSP don't travel at over 100 mph, many times without lights and sirens, come to RT 260 and watch them fly by. I have also seen them chase motorcycles at that speed. If I was to get out on 260, while this was happening, I would be dead too. No-one, experienced driver or not, can anticipate an oncoming car at that speed.
The speed limit is 45mph in Dunkirk town center. Fire trucks don't travel that fast, and what could be more of an emergency, than someones house on fire?
Our police officers, even though intentions are good, need to think of the dangers they are creating, when going through any populated areas.

My thoughts and prayers go out to all the family members involved in this terrible accident. I would also like to say that it is so very sad that people are more quick to want to put the blame on someone then they are to just offer their support. This Im sure has been tragic enough for all and to now start pointing fingers just adds to the tragedy. As for the Deputy responding to the call, if you were the one that called 911 would you want him to take his time getting there, I know I wouldn't.

My thoughts and prayers go out to the family. I agree with you Karen on the petition. I work right in PF and you should have seen the cops doing about 60 or 70 flying up the road. For What! There was nothing for them to do at the scene but stand around and point fingers. If the officers were not doing 110 mph and had slowed it down to a safe speed, maybe the young lady might of had a chance. It is nonsence for an officer to be going that fast. We don't know what the domestic 911 call was about but I am sure it was not life threatining. If I had called 911, I would want the cops to respond in a quick but also in a safe way!
